Cleaned carb and reinstalled on motor. Only wants to run on choke and also surges with and without choke. Carb still dirty? Plugs have spark. New fuel filter and fuel making it to carb. I’m lost. And for the life of me can’t find a carb for that motor anywhere! Jacks small engine said they don’t sell them anymore. Any help be appreciated.
surging happens because the fuel supplied to the engine is too lean
Two reasons for this
Air getting into the engine after the fuel is added
or
Not enough fuel in the first palce

Ok got it running smooth re cleaned carb. Now what should my rpms be at idle for this 16hp vanguard ohv? Also full throttle rpms?
