Question on rotary briggs and stratton

If I had to put money on it, I would say it was (is) the drive cable return spring. but you have said that is working...!

No i mean the govenor spring under the air filter and the other apring alongside that is working

Assuming its a newish qualcast made by husqvarna then the spring should go on the gearbox and then clip in a hole under the grass flap.
See attached pics.
It usually comes off because instead of letting the self propel work at its own speed, users usually push it faster than the self propel which then slackens the belt which takes tension off the spring which makes it pop off.
