Putting a new tire on existing rim while still on mower (actually a chipper/ shredder

Is it possible? I got the old one off, but can't seem to stretch the new one enough to get the bead pried over the rim. Same size tire. What's the trick??
 
Something to lube the rim and smaller bites at the tire. Put two tubes in tires on a tiller today while on the tiller because they will never come off the axle.
