PTO Rod Keeper

I have a Cub Cadet LGT1054. I am replacing the mower belt and have a question about putting back the PTO rod keeper. The illustration in the Cub Operator's Manual, page 24, shows the rod keeper inserted in a notch on the upper wheel (clutch?). I don't remember it (the rod keeper) being attached when I took it apart. Does the rod keeper go into a notch on the upper wheel? I can't find any info in the manual.

Something from the mower has to go into one or the 2 slots or hole in the picture.

upper wheel (clutch?) is the PTO where I put the circles.

Generally it will be the drive belt keper that the clutch slips into.
