I have a craftsman lawn mower with briggs and stratton engine. When i hit the primer fuel sprays out of a white nipple above what I believe to be the fuel line. Is a hose supposed to be connected to this nipple and if so where does it connect to?

No that is the air vent to the bowl.
Your carb is flooding and needs to be cleaned.

correct, i remember a similar thread, with a guy that has the same carb as yours. no hose connects to it.
