Peerless Transaxle

I am rebuilding an old NOMA riding mower (B4518-111), code 90031912.
It has a Peerless Transaxle model 801-056, and it has a problem it.
While the left axle turns properly, the right axle does not turn. I have had the transaxle open, but cannot determine the cause. Does anyone have some ideas?

So are you saying that the rt axle doesn't turn at all, like it is frozen, What happens when you turn one axle, does the other axle turn in the opposite direction when both wheels are off the ground.
