When the wizard levitates you to Kansas go see K & S spares and get some replacement blades for your mower which should have been changed about 100 hours ago.

I think with a few more details you could get more usable answers and answers more usable.
Is this a mulcher and are you mulching?
What model Toro is it?
If you don't know the model, give the size and does it say Recycler or Super Recycler?
Has the blade been inspected?
How much length of grass are you trying to cut? Is it dry?
Does the problem happen every time, or just once?
What height adjustment are you using? As low as it goes, or somewhere else?
Mulching works best with a mulching mower, cutting a minimal length of stalk.
