Oil Leak

I have a19.5hp Briggs and Stratton engine where oil is leaking down the fuel hose and it appears to be coming out of the fuel pump vent? How can that be?

A good possibility is a blown head gasket. Most of the Inteks especially the 310000 series tend to blow the gasket between the cylinder and the push galley which over pressurizes the crankcase.

I believe you are correct. I also saw a YouTube video with same issue corrected by replacing head gasket.
