Well thats not to low on oil, but remember it only holds about 3/4 of a quart.
You can get under mower and try to turn the pulley on bottom of engine by hand, it should be fairly hard but you should be able to turn it.
I just have a feeling it is locked up.
Make sure blades are not engaged and transmission is in neutral, on a snapper there is a smooth round plate on bottom of engine, can't remember if its on left or right of smooth plate there is a wheel that is rubber on the outside that moves across the flat plate, that is part of your transmission the closer to center the faster you go.
Make sure the piece that has rubber on it is not touching the flat plate, that would be in neutral.
also take out your spark plug, this will make it much easer to turn by hand and to make sure it is not hydro locked with oil gas etc.
beyond that you would need to open up engine, I would talk to seller before I would do that. good luck !

Thank you for the suggestions. A friend suggested we check the oil filter and clean it, so we tried that and the engine started right up... we are truly novices at this and probably just need to learn how to care for the mower.... thanks again.
