Try this, remove the air cleaner entirely so you can completely cover the air horn with the palm of your hand. Crank the engine over and two things should happen. One, your should feel a strong suction on the palm of your hand. Second, when you remove your hand it should be wet with gas. If you don't have suction, you need to find out why. If you don't have a wet hand, the fuel solenoid is not opening. You should be able to tell if the fuel solenoid is opening by grabbing it with your hand and turning the key to the run position.
