I have a Briggs and Stratton 020731-00 pressure washer not getting any spark. Probably only ran 5 times in the 3 years I’ve owned it. Changed gas, oil, and plug with nothing. Pulled apart the flywheel and noticed this gouge, is this normal?29390C38-F0F2-47BF-9E34-331061038215.jpeg

What's the engine model number? Should be stamped above the Spark plug or Muffler.

Okay, remove the plastic engine cover and metal blower housing, you should see a magneto under there, It produces The Spark... There should also be a black kill wire plugged to it, undo that wire and reinstall the metal housing so you can pull start it,
Put a small amount of gas or parts cleaner down the spark plug hole, reinstall plug and wire, try to start, if it does not start with the small black kill wire removed, the magneto is bad and you need a new one. If it does fire/start, the kill wire is grounding the coil possibly due to cracks in the insulation of the wire.

So I tried that and it did fire and ran for about 1 second, I also checked all of the wires and connections and I didn't see any issues. Any other ideas?

To answer you about the notch. Yes it is normal it is part of the balancing of the flywheel.
