new starter b&s eng. won't turn

18 hp vanguard hortizontal shaft eng. eng turns over freely w/plugs removed. new starter. starter spins but won't enguage. its installed correctly. buy i don't have easy access to fly wheel. i slowly moved the flywheel then tryed starter, didn;t turn over. any tricks? in 725 grasshopper mower
my guess is te starter gear isn't aligning properly with the flywheel, but i don't know how to fix it
