national 8400 rear pulley

I have a national 8400 I use on a golf course. Last year the maintenance guy took the blades section off to get sharpened. When he put the rear one back on the belt on the tension pulley is loose when I lower the blades. When I bring them back up the spring gets tight on the pulley. It seems like something is opposite of what it should be. I was wondering if anyone if familiar with this mower and rear pulley ?

Is the belt routed on the correct side of the idler pulley?

I think so. I have the manual that has an exploded view. I looks correct I checked the belt size that is correct and it has the same spring on it from last year. But it is opposite when I drop the blades the belt loosens up. It should stay tight up or down.

Sounds very much like the spring is anchored to the wrong place.
Get some good strong light and check for freet marks indicating that the spring is in the correct place.

spring is it the proper place. only one place to put it. small tab with hole.
