I can spray ether and get it started and it will start every time after it warms up.

My 2 cyl. briggs John Deere was hard to start when cold and nearly impossible in cold weather, even after being certain the choke was correct. Ether wrecked the plugs the first time and I tired of removing the air filter box to prime so I made a primer port for gasoline so the air filter cover could remain in tact. The new primer made it usually fire with the first piston up on compression.

I couple of reasons this can happen. First thing to check is the choke. Also a fuel pump that doesn't hold pressure will also cause this.
