my 317 won't start

my 317 won't start I wasn't getting anything but when I crossed my Solenoid with a screwdriver it cranked so I bought a new one ( solenoid ) and still nothing..?? it only turns over when I use the screwdriver just like the old one ..?? appreciate any help ...johnny

Here is the wiring diagram and testing instructions for the cranking circuit. Let me know how you make out.
