my briggs and stratton mower has started surging then it cuts out. its like when you are out of fuel, but its still half full. it works fine when its full to about 3/4 full. its ok but expensive. also the primer bulb is slow to come out again dont know if its to do with it but its done that for ages and the mower was fine.

Time for a carb clean and replace diaphragm (if that type) would help.
Use you tube on how to do it.
First I would check that the fuel cap is venting to allow air to come into tank. Sometimes the tank acts like when you put your finger on a straw filled with water. The water (fuel) will not go out until you take your finger off the top of the straw. The straw represents the fuel tank and your finger acts like the fuel cap that will not allow air to enter in
