My mower with a briggs & Stratton 4 stroke engine runs at full revs and wont decrease revs when you lower the throttle. In the attached picture it shows the carby springs that don't seem to move when you adjust the throttle. The throttle stays in the wide open position. When I manually adjust the throttle on the carby, the revs drop but the springs seem loose and wont hold it at anything below full throttle. From the picture can you tell if it is missing a spring, or if the springs aren't in the right spot.
Edit: the small spring in the picture doesn't seem like its doing much. its just loose and doesn't really stretch. Wondering if there is meant to be another spring to assist this one? Or if something may be broken.
