Mower repair ran but hesitated Cleaned Carb but

So I have a Briggs and Stratton Lawn mower push kind. It would pull with one start but chugged a loped....The Air Cleaner was horrid....Replaced that, the plug, and cleaned the Car and put on 2 new Carb Gaskets...This mower engine was on Bolens and MTD low end models....The kind where the bottom part of the Card is in the metal gas tank. The thing is....I needed a better deck so I swapped it out for one.....the thing is, now when I pull it....half way through the pull it gets really hard to pull like the compression is high....The engine laid on its side for one day could it gotten hydrolocked some how?

Yes.
Don't fight with it.
Remove the spark plug and rotate the engine.
Keep the plug away because it could be oil or it could be fuel
Thus good chance of singed eyebrows
