On the Toro zero turn 5000 (22.5 hp engine) there seem to be many safety switches that may be my problem. It seems the engine is seized after removing the cowling and trying to turn the top nut with a ratchet which I can't turn at all. Where do the tow/ no tow rear pins have to be positioned? Where do the arms have to be positioned? and what else has to be positioned to allow a non-frozen engine to be turned? ...I need a good diagram on the Toro 5000 or someone that has turned one with a ratchet.

Did you try to turn it both ways?

Start from the top.
I am sure you know what you mean but it is a bit difficult to follow.
Remember you are there looking at it and we are hear reading about it.
so from the top.
The engine does not turn over with the starter motor.
You took the blower housing off and you still can not turn it over by hand

Now go back a few steps .
What were you doing with it before it stopped ?
Did it stop while you were mowing ?
Did you park it in your shed, turn it off and now it won't start, if so how long ago ?
have you tried to turn it over without the spark plug (s) ?

What type of engine are you having troubles with , brand & model numbers please ?
