My deck is a little rusty. What is the best process to remove the rust and what paint should I use?

Either sandblast or use an angle grinder with wire wheel, finish with rust coat, best to do this evey year if possible

The absolute best thing you can use is POR 15 chassis paint followed by what ever top coat you like the colour of.
PIA to do but done right it will last for ever.
For a quick & nasty job use any undershield paint and if you can get them in the USA bitumen based paaits offer the best protection but you will be redoing it evey few years.
Same as above, got to go onto bare metal.
