me and ten of my friends are canvassing door to door in my area(permit? yay or nay?)

Some people that i have talked to about whether or not I should get a permit have told me that i should and that I shouldn't(its 100 dollars per person). We are all combined knocking on 4350 doors, each time we come up to someones house we will ask them If they would like a free estimate and thats pretty much it(if they say yes they say yes, if they say no they say no, we aren't being very salesy about it, very passive) then hand them a flyer and go to the next door. some may say that that doesn't count as soliciting, some do. Should I get a permit or not?
