M-Series 10590 running issue looking for advice

Mower will start but will flood out if I do not bring throttle back, removing air cleaner helps some, I cannot get it past 1/2 throttle without gas coming out of carb inlet. I first thought the float was not closing, could not find any parts so I bought a carb off ebay, Exact same issue. I took carb apart and cleaned the main jet and idle jet, Turning carb upside down checking the needle valve while blowing air into gas inlet works fine, Changed cdi, spark plugs, compression is at 130, I am leaning towards oil seals on crank, I did spray carb cleaner into flywheel and underneath while running which did not make any difference in rpm while running, I would guess I should see oil leaking out especially on the bottom side if that is leaking, I have not verified that yet. Exhaust port was cleaned 30 hours ago. Anything I may have missed, looking for some suggestions, thanks

The bottom seal is bone dry, I am thinking to put in smaller jets and give that a try, or the other thing I can think of is the piston is pulling enough vacuum to full atomize the fuel. It has great compression, kind of at a loss at the moment,

I’m guessing you have a carb problem. If it can to me with this problem the first thing I would be disassembling the carb a check the float level. I’m thinking you will find that it is to high. I would start by setting it slightly low and see it the problem continues. Please post the part numbers of the new carb you purchased.

I bought a used carb off ebay, the float has a plastic tab no way to adjust that unless there is another way to adjust the float,

Did you remove the nozzle and make sure all orifaces are open? The other thing I’ve found is that the bowl gasket is twisted and not sealing. Do you have the numbers for the used carb. I’ve found when trying to get NLA carbs off FleaBay, you have only a 25% chance of getting what you want, 75% junk. I’ve adjusted plastic floats, but trying to explain how is impossible.
