My pto handle is difficult for wife to move to engage but why doesn,t it return all the way back or is not necessary. They disengage fine but still need more travel at the deck lever for a less slip engage. Has anyone added some washers/shims behing the cable ferrul on the deck or maybe a shorter belt? I,ve went thru this with the forum before, but need more suggestions so whats next New deck pulleys and new Kevlar belt and no worn deck levers and lubed also? Thank you

When you download your manual, also download the parts book.
On the fender & deck lift you will find a spring # 40 that returns the PTO handle
On the deck you will also find a spring that pulls against the PTO cable, it is fairly light
Check that both of the springs are there and that the Tensioning arm swings freely, is not clogged with debris preventing full dissengagement travel.
These parts are supposed to be lubricated and on most mowers daily.
However the companies may well have said "pull your undies off shove them on your head and run around the block with your hands in the air," for all the good a lubrication chart does

https://www.cubcadet.com/equipment/cubcadet/service-and-parts
On the left side where it says "find your manual" type in your model number.
Note the model number is the one on the tag under the seat, not the decal on the side so it should be 13?????????? and not ltx 1040
That will bring up another page that lists what is available
Should be owners, parts & service.
Take a note of your serial number because some of them are dependent upon that to get the right one as there have been changes.
