Not too familiar with the engine you're referring to, but sounds like the float and needle stuck. Remove the carburetor bowl, and see if the float works. Try spraying some carburetor cleaner around the needle and seat area while you work the float up and down. Be prepared to use some Vice Grip pliers or something to clamp off the fuel line after you test it. First manually move the float up and down and see if the needle is sticking. That's what it sounds like. If you get flow, then pinch the fuel inlet and shut off fuel. Then spray everything with carburetor cleaner, especially around the needle. Wouldn't hurt to remove the fuel inlet line and spray cleaner down in there as well while you work the float up and down by hand. That should free up minor varnishing which could be making the needle stick. Hope this helps. You may have to pull the carb , disassemble it and put it in a cleaning, boiling out solution.
