New belt and cable, on a mdl# 917.288051 42" deck engage issues are like the cable isn't long enough to engage blade, blade mandrel pulleys spinning when disengaged. Engage pulley that cable attached to banging back and forth while not engaged. Belt sent BT302
engage cable is532175067. Thks all.

Is the idler pull off spring in place?

Also verify that the belt is 95-1/2 inches in circumference.

The spring I referred to is the idler arm pull off spring. Once idler arm is pull off the blade brakes are applied. Now on each blade arm there is roller that can seize up preventin thing from moving as they should which can cause engagement problems.

The red line with arrows is pointing to the holes this spring ends goes in.

I've had where schmutz is preventing the pulley from moving in its slot, so cannot move the pulley into position to put tension on the mowing belt.

Yes things like dirt and rust can causing binding. Also there are times that simply a slightly shorter belt is need due pulleys wearing.

I got one version of MTD 46" deck here that MTD specs a 103.25" belt for that requires a 102" to work properly.
