The normal procedure is to drain all oil to ship but I suppose if things were abnormal and it was shipped upside down it would be possible.

Yes it is possible with no plug.

Are you saying it arrived there with no oil, returned with no oil, or you noticed a little oil dribbled from the area of the absent spark plug?
