Did you look at the float when you removed it, and see if it's holding gas in it because it has a small hole somewhere or at the seam? Did you accurately set the float level ?

The crank case is where all internal parts are, piston, connecting rod etc.

I have nine Lawn-Boy 2-stroke mowers ranging from the 70's to the 90's. Every one has a factory fuel shutoff valve as part of the shroud. Are you sure yours doesn't already have a fuel shutoff valve built in?
