you could have....... a burr on the crank, the wrong seal (there is a top and bottom seal, close but are not the same), the pulley might be rubbing on it and tearing it up, or you might just install it wrong. They cant just be pushed up in there- there is a little lip that will roll and cause leaks if its not installed right.
Not much information to help you out with, like to help but need more info besides replaced 3 times

Clean the PTO shaft till it looks shinny like new
Wrap it in glad wrap.
Slide the seal up with a little locktite on the outside.

Check the breather valve is working properly
Check the head gasket is not leaking.

I replaced the sump cover plate and crank seal. No more leaks.
