Has a Kawasaki fr 651v engine.
new fuel, spark plugs, new fuel line and carburetor and fuel with filter
engine surging and when I engaged the blades it dies.
any idea what it could be?
 
starving for fuel is the #1 cause. Follow your fuel lines, find the shutoff valve and remove it from the tank. Clean it out. Blow all the fuel lines out while you have it off.

Does the engine die *immediately* up engaging the PTO, as though you turned the engine off, or does it huff and puff and die eventually post-PTO? If it is a quick die, I'd say you have a bad safety kill switch gone wrong somewhere
