Take the air filter housing off, this should give you better light and access.
from the throttle lever on the carburetor there is a rod that goes back to the governor arm, with the engine off you should be able to move the governor arm that the rod is hooked to one way or another with your hand and when you let go it should spring back to it's wide open throttle position. i believe this is what the governor arm looks like on those. if it's stiff and you can't move it. i would then adjust the governor. we can help you with that.
Thank you, for it was adjusted a bit prior to my last use and throttle and choke were working perfectly but when I shut the engine down after my last use, I noticed white smoke. The next day, I attempted to start it and that is when I discovered my levers locked
