Kohler 7000 series motor

Please help!
I have a 7000 series motor with about 200 hours on it. I just bought the mower and it was sitting outside for god knows how long.
The starter motor was locked up and i removed it and stripped it down, freed it all up and got it working again. It engages the motor just fine now.

Yesterday i used starting fluid and fired the motor with that and ran it about 15 seconds on starting fluid.

Today i pulled the carb, stripped it down and cleaned it. It was full of water because the previous owner of the mower it sits on left it outside for god knows how long. The oil was also high ( i assume water or gas or both)
I drained the gas tank today and changed the fuel filter and went to start the motor and it would not turn over. The starter gear did come up and make contact with the motor but it wouldnt turn. The motor is not locked up it feels more like its got constant compression and a heck of a lot at that. Its not like when there is a bad compression release and you are on the compression stroke. Its constant and very difficult to turn the motor over by hand. The spark plugs were both removed as well and no change to this condition and no fluid being pushed out the spark plug holes so im not sure its hydrolocked either. It feels like the motor is overwhelmed with constant compression.

I am left scratching my head, i know my way around a mower pretty well but this one has got me. I would rule out valve adjustment as well because there is no change witgout spark plugs. I will note the motor has around 200 hours on it. Any pointers would be much appreciated. Thank you in advance.

Is it in or out of the mower ?
Does it have any belts connected ?

After phantom loads that leaves corrosion or siezed oil pump that would put a constant heavy load on the engine
Slight change there is mice nests under the flywheel jambing to alternator
tart by giving the cylinders a good spray with WD 40 ( or better products ) as there may have been rust build up in the bore

If it been sitting a long with water or other contaminates in the engine or if the owner previous pull it offline due to problems it is likely that you need to do a complete teardown as you may also a bearing/bushing failure. Pay especial attention to the journals. It also could be an assembly error.
