My Toro Time-Cutter Zero-Turn Lawnmower Surges whenever there is no load. It is fine as long as the blade is engaged but when dis-engaged or even when going down a hill with the bade engaged the engine surges. I removed the carb, cleaned it and sprayed cleaner through all the ports, everything looked good. Put everything back together. No change. I found a speed control kit on line but other than the spring breaking I don't know what could go wrong with it. And it doesn't seem likely that the spring would cause the problem. Any ideas?

Surging is usually the engine not getting enough fuel. You probably have a clogged jet that didn't get cleaned. Post the engine model number.

More specifically an idle circuit jet or passage obstruction

It is even possible the governor's flyweights have a little play as on some Kohler Courage engines I need to use about .010-.030 feeler gauge between the throttle stop and throttle vane lever when setting the static governor adjustment to eliminate the surging..
