kawasaki fc290 v engine problem

i have a kawaski engine which is pull start....only it will pull d hand off you,i have adjusted valve clearnces and flywheel keyway is perfect.....what am i forgetting

PS.i have also removed blade with no differece:mad:
 
well,sorry about the delay :smile:
its on an etesia RKEB56 push lawnmower.....it is def d engine thou,have d blade and clutch assembly off and still d same result,will pull no problem with d plug removed

anybody with any odea where i am goin wrong:confused2:
