there is a "ratchet" inside the workings of the rear wheels, a spring and key (#28 & 29) fit into a slot on the axle shaft and a gear with a one way ramp fits over them. when driving forward, the key catches a place on the gear and powers the wheel forward, when pulling back, the ramp inside the gear allows the key to ratchet and let the wheel turn backwards. Either the key and spring have gotten trash and dirt in them and are not moving, or they have just gotten dry and have gotten stuck. You can remove the rear wheel, paying attention to where the black dust cover sits, and where the spacer washers go and then spray some lube and work the small steel gear around and see if it begins to turn free in on direction ( you should hear the clicking) and locks in the other. If not, further disassembly will be required.
