My riding lawn tractor surges after it gets warmed up. It is not to bad if the blades are not engaged to mow. Any suggestions?

It is not getting enough fuel or too much air to maintain high speed running
SO start by removing & cleaning out the carb then keep going back till you get to the fuel cap and tank vent.
