The fuel pump has a check valve on the output side ( one by itself ) so firstly make sure it is hooked up properly.
Blow through the inlet you should be able to blow through with a little resistance.
While you are there , pull the cap off the fuel tank and blow back into the tank from the intake line.
There should be no resistance.
The hose in the top ( centre if you like ) is the pulse line, when the engine is running you should see or feel pulses coming out of it.
