John Deere JS63C Flywheel question

I have a 2001 (?) John Deere JS63C push mower with the castor wheels. It was $25 and I thought I could get it running on the cheap. It has the 6.5hp Intek engine (121602-0269-E1). Needed a carb, maintenance items, coil, gas tank. I think I have a flywheel issue but I can't get an answer from John Deere or Briggs and Stratton. It has two sets of magnets 180 degrees apart on flywheel but only 1 set is magnetized. Should both sets be magnetized? Can't get a spark.

One side is the magnets that generate the spark.
The other set are a counter weight to keep the flywheel balanced because the magnets are usually Niobium which is a lot heavier than aluminium or even cast iron for that matter.

Thank you for saving me $117 for a new flywheel. But now I'm at a loss. I'll check the shear pin and I've got an extra plug to try but after that.........?
