John Deere JS26 Cord is stuck

I don't know much about lawn mowers but today I started mine up and it was running okay and then I noticed the engine sounded very weak. I stopped it and went to take a look and made sure nothing was stuck under the blades. There wasn't anything so I attempted to start it back up but the cord wouldn't budge. I started taking the thing apart while looking online for fixes. I removed the rewind pulley part and when it's disconnected from the rest of the lawnmower the thing works just fine, I can pull it all the way.
Again I don't know much of lawnmower jargon, but when I put the pulley parts back on the lawnmower, the thing that houses the center of the pulley thing and try to pull it, it wont budge. To the best of my knowledge what appears to be wrong is the white ratchet balls(?heard it in a video), the things that are in the pulley are getting stuck in the center part. I don't know if that makes any sense. Any help would be appreciated!

No I cannot move the blade.. Does that mean it's an engine issue?

Sounds like the engine is locked up.

Take the spark plug out and give it a try.
And try turning it with the pull starter off the engine so we know it's not binding it.

By take it our do you mean just the wire, or the whole thing?
I've tried turning the pull starter when it's off the engine and it doesn't bind. It's only when it's on the engine that it gets stuck.

Take the whole top cover off.

Yes remove the spark plug from the engine.


Top
