Jacobsen/Homelite riding mower (UT3216A) blade clutch

Anyone had any experience with these? Is there a way to test them or by-pass clutch to always on mode for a short term fix? Seems like $250 for a new clutch is a bit much as a replacement feature for belts wearing out at $12.
