Is this wire connected correctly?

Provide the regulator is for the Tri Circuit or even the Dual Circuit stator the diode is either not needed or is in the wrong as IL said. I will consider it a Tri Circuit due the yellow from the stator. You do need the wire apart a little so the way it is right now it is juggled up and hard to visually trace. That would help a lot as we are not there.

Either way the regulator needs the 12v from the battery to initial start charging and the diode will prevent this from happening in its current location.
 
So there's a diode under the shrink wrap? OK, should it just be cut out and wires connected back together.

Yes. The regulator has built in diodes that take the place in the wire. If you want you can disconnect the red connector at the VR, and run a wire directly that connector to the + battery connector and with the engine running see if the battery now is charging.

...and 2 steps back. I removed the diode, soldered the connection back on to test the battery voltage under load, the engine ran for 3 seconds then shut off. I saw that the bare wires I soldered grounded out on the oil drain pipe, so I moved the wires, and now the mower won't even turn over. It's as if the battery has been disconnected. Maybe a fuse blew, but I don't know of any inline fuses. The mower should start, and did start yesterday, with both of these wires coming from the VR disconnected. And it started briefly with the diode removed. What's happening and what do I need to check.
The battery is at 12.4v without load. I will top off with trickle.

The engine that originally came on that mower had the 3/5 dual circuit non regulated charging system. The current engine is a 9 amp regulated system. So original wiring diagram for the mower will not be accurate for this application. And the fuse should be located in the area of the battery in most cases. Some times is taped over on the side of the wiring loom, sometimes is clipped to a frame piece. Sometimes is just loose hanging.

Replaced the fuse behind the kick panel, soldered up the wires, added shrink wrap and tested battery voltage while running; 14.1. Consider it a success.
