Hydrostatic bypass stuck open on LT1050

My Cub put itself in bypass and I cannot move forward or reverse.
I tried shifting the bypass lever by hand and it moves freely, but does not seem to move far enough.
Is there intended to be a detent? It does not click into position, just sort of floats.
For background, the tractor can be pushed easily, the engine runs, the PTO engages.

See page 42 in your Service Manual for adjustment, just click on LT1000.
See pages 39 & 40, drive system adjustment starting with step 24.
Is drive belt & idler pulleys in good shape?

Thanks Mark! The manual lists symptoms of low ground speed, creeping, and growling, but states nothing about a bypass that stays open with no movement in forward or reverse. What am I missing?

Is the valve lever on the box actually moving ?
the extension rods tend to fall off

the rod moves freely and it connected by the spring to the valve lever. The valve lever moves freely but I do not know if it moves far enough. even when I try to push it forward the bypass remains open.
