Hydros jerk when slowing down

I recently bought a 2006 Bush Hog zt25 with 750 hours. May have been made by Grasshopper? It has a 25 hp Kohler command, 60" cut and hydrogears are BDP 10L-117P.

I cut with it 3 hrs and find it jerks badly when trying to go around trees or changing directions but drives ok going forward. Seems like I can't slow down or turn without wheel(s) locking up. No difference left or right. Almost throws ya out of the seat. Hydros sound normal, no strange noises.

What I've tried:
Purged hydraulics.
Replace pump drive belt.
Try a stronger idler spring on drive belt.
Install new Hyd filter.
Purged hydraulics again.
20w-50 is full and looks good.
Check steering dampeners, still fairly tight.
Steering linkage good.

Noticed on hydro pump input shafts, the control arms have about 1/4" play back n forth. Replaced roll pins but it didn't tighten up any. Don't know how much it contributes to the problem.

Control Lever Dampers would be my first choice, but you looked.. Dunno.. Control lever damper - 50027495

Yeah the dampeners are strong and still self center. And they are over $115 each now.
