The cab was an option for that model... very nice to have, especially when you put a snow blower on in the winter, also will keep you clean and bug free while mowing.
7000 is a LOT of hours. If a municipality owned it it most likely had a lot of dedicated maintainance.
Those type of mowers are expensive new, and have a lot of mowing built into them. Still 7000 hours is a lot of mowing...
The belts will last a LONG long time... they are industrial belts and redially available at any bearing belt outlet.
The expensive parts that can fail are the hydraulic pump... wheel motors, and the mower deck gear box, that one gear box has driven all those blades for 7000 hours.
I am guessing that a private individual is selling this as no gov group would keep any mower till it rang up 7k hours. My guess only, It was most likely bought at an auction with around half those hours, and then picked up by a lawn service to rack up the rest of the hours...
I would have to see it to guess at its value, The spindles will run forever if they are greased regularly... the decks will never rust out, I can't think of how you could damage the decks.
There should be NO hydraulic leaks anywhere and that Ford engine, tho getting very well used should still be fairly tight, with even compression on all 4 cylinders, IF it has had regular oil and filter changes AND properly maintained AIR Filter system.
