Easy things first.
Try loosening the fuel cap.
Some of the Huskies we got here actually breathe down the thread on the filler cap.
Done up too tight & the tanks can not vent and you get an air lock in the fuel tank.
When the blade are running the throttle is opened fairly wide so the mower needs more fuel.
Shut down & the engine goes into fast idle and needs a lot less fuel so will run a reduced fuel flow.

ill give it a try but shell run full throttle - just cant engage anything - deck , wheels , shell die instantly - thinking more electrical than fuel.

Words on the web are free.
You are there, we have nothing to go on but what you tell us.
The second post is substantially different to the first.
Yes you have an electrical problem.
PIA to diagnose.
Get a wiring diagram and check each wire.
Check all the switches.
Sounds most likely a duff seat switch, or the wires going to or from it.

found it - ground wire to regulator had bad connection - bigger better bolt and were good to go .
