hrx217 installing new govenror shaft inside! Help

Guys I need help. I rebuilt my Honda motor starts up first pull, but I am having govrnor issus. Shaft was bent , fixed and polished put it back with made up seal. Now, I dont know where the ben end of the shaft goes inside! I just laid it on top of wheel? I cant find a write up anywhere on how its installed. Dont have a manual will not buy one. Help please.

I feel so stupid mark. Tore it back apart and whala, right there in front of me. You would think all the power valves n such I played with with motox 2 strokes I wouldnt have missed it. Must have been the four beers! lol.

You were probably seeing double, glad you got her fixed.
