HRX 217 won't start.

Hello my father in law gave us his old mower. It is approximately 7 years old. He had it serviced about 2 years ago where they installed a new carburetor. It has not been used for at least a year. When we try and start it nothing happens. We have taken out the carburetor and cleaned it. We have confirmed that gas flows all the way up to the carburetor, but there is no gas in the float bowl after we initially cleaned it out. Tried a new spark plug and that did nothing. Gas has been replaced. If I put gasoline directly into the carburetor it starts and immediately dies. The choke is closed so I don't think it is the thermowax cartridge. The Any idea on what we can do next? Thanks!

Is the fuel turned on ?
Honda carbs have tap on the side to shut the fuel off after use .
Down the bottom of the tap some have a sediment / water trap & some don't
The carb rebuild kits usually havea new seal for the tap. a funny washer looking thing with 4 holes in it so it looks sort of like a jacket button..

Did you remove the main jet & emulsion tube to really clean the carb ?
