HRX 217…bolt holding blade clutch…won’t tighten snug

Have a Honda HRX 217 and noticed when installing new blades, that the bolt holding the blade clutch will not tighten snugly. Tightening has some resistance but not much. It s obviously been this way as I’ve never messed with it before.

Any suggestions?

Are you preventing the crankshaft from rotating while you tight the screw? Otherwords are you holding the flywheel to keep it from turning?
