Just keep adding a bit at a time and check the level each time you do. You'll eventually get there.

Is it OK to siphon out all that I can and replace with new? Will there be any cavitation issues? How much should I expect to pull out?

Oh! One more question. So far, the dipstick reads just touching the wide portion of the stick. Will overfilling cause any damage?

Sorry. Those are questions I can't answer for you and I don't want to be the one to screw it up for you. I'd contact a local Honda Power Equipment dealer and ask them. If you do be prepared to give them your mower's complete model and serial number.
