HR215KHMA Stuck in Forward Gear

Hello.
I recently received this mower. After replacing the rope, it started up but it’s in gear. And whether running or not, you can’t back up. The wheels don’t go backwards. Any suggestions as to what I can do to at least get it out of gear? It fires go forward faster by moving the handle.

Remove spark plug boot for SAFETY, place a piece of wood under rear of deck & remove both rear wheels keeping left wheel parts together & same for right side. Inspect all parts for wear & replacement. Soak transmission cable at all points with Penetrating Oil & let sit over night.

So I have taken the wheels off and the brackets to hold the shaft. I have attached a picture where the cable attaches to the transmission. That cable does not move. Can you tell if there should be a wider gap or narrower where the cable attaches to the sorting mechanism? So should I try to close it more or open it more? I’ve sprayed penetrating oil on it and will let it soak. Thanks for your help.
