HR215 mower blade does not disengage

Deck was bad on a HR215K1SXA and replaced it with an extra one I had. Started up but blade ran on starting and would not disengage. Two things I thought might be wrong was: cable needs adjustment and wondering if torqued the special bolt 90021-va4-000 too tight (did not see recommended torque value). These are the bolts that have the springs inside. Has anyone ran into a similar problem or offer a solution? Can anyone see the torque value for the bolts? TIA

Hopefully I'm understanding your question. If the bolt/spring combination you are referring to is for the blade's disk brake assembly I would think good and tight would be enough. Blue loc-tight on the treads would be extra insurance to keep it tight. As for the cables the owners manual should contain instruction on how to set each one. If you don't have a manual you can download a pdf version from Honda.
